The bill got amended and will be amended yet one more time before it goes to the floor. It's still a bad idea. They should leave in the bill the removal of the carbon credits and remove the rest.
Another argument made by AB-942 proponents is the demographics of Solar adopters. A recent Berkeley Lab's report shows the median income going down. 49% of 2023 adopters had incomes below 120% of their area median income (a threshold sometimes used to define low-and-moderate income).
AB-942 was amended to remove the expiration after 10 years and it then passed. This is as I was expecting.
An argument was made repeatedly that the compensation under NBT is ~75% of NEM 2.0. That does not match at all my numbers, so I'll follow-up on it and will report back.

Bills are heard in numeric order. While the hearing is still ongoing the TV stream cast allows to go back and see the outcome of earlier votes. After the hearing is over we have to wait for the recording which is usually mid day the next day. Leginfo is supposed to be updated “soon” but sometimes it lags a couple of days

As you can see, most exports are around 5-6 cents/kWh with some very few exceptions in the late evening of the summer.
